Existing IOT communication protocols such as MQTT(Message Queuing Telemetry Transport) and CoAP(Constrained Application Protocol) cannot meet the requirements of high reliability and real-time performance for the power system. To solve the problem, this paper proposes a reduced IEC61850 9-2SV (Sample Value) protocol for the IOT controller, ensuring high sample time for ADC and high transmission frequency of IOT devices. The protocol simplifies and trims some parameters, and changes the floating-point value into integer data. To decrease the burden of WIFI transmission, we proposed the bundle message and replacement message. The former bundle several sample value at the different time stamp and transmit them just in one payload. The latter tells the receiver how to replace some information in the former message to get a new one. The experiment shows the maximum transmittance frequency of SV messages could be considered as a constant, 1/15us. The bundle number has a linear relationship with maximum transmission bits per second and maximum sample rate. When bundling 45 sample values in one payload, the maximum transmission rate is 163.2 Mbps. © 2022 IEEE.
