Abstract：
近年来,高校财政专项资金结余过大成为社会关注的问题,财政主管部门对其实行了 定期清理回收的政策.从高校外部与自身两方面分析资金结余的形成原因,并提出了相应对 策,以期能够有效降低结余规模,提高资金使用效益,促进高校建设目标的实现.
