We　constructed　the　evaluation　scale　of　the　professional　competence　of　talents　in　AI　(AI)　painting　using　the　Delphi　method.　The　result　provided　a　scientific　and　effective　assessment　tool　to　measure　and　evaluate　the　level　of　professional　competence　of　the　talents　in　AI　painting.　Through　literature　analysis　and　in-depth　interviews,　the　structure　and　connotation　of　the　indicators　of　professional　competence　for　cultivating　artistic　talents　were　constructed.　The　Delphi　method　was　adopted　by　16　experts　and　scholars.　The　results　were　analyzed　based　on　the　scale　data　to　extract　factors　using　exploratory　factor　analysis　and　principal　component　methods.　A　standard　system　of　professional　competence　was　constructed　for　artistic　talents.　The　professional　competence　evaluation　scale　for　AI　painting　talents　presented　professional　knowledge,　skills,　and　attitudes　in　which　there　were　four,　four,　and　three　dimensions,　respectively　with　31　tertiary　indicators.　The　evaluation　scale　of　the　professional　competence　of　talents　in　AI　painting　was　used　in　the　efficiency　and　reliable　method　to　provide　a　basis　for　research　in　the　evaluation　of　talents.　©　2023　IEEE.
