Abstract:
Driven by the dual carbon target, carbon emission management and carbon allocation among counties have become important issues. Taking Zhejiang province as an example, based on the gravity model and social network analysis, the internal mechanism of carbon factor connection among counties was explained, and the scale restructuring of counties was carried out to break through the administrative barriers and form the county collaborative carbon governance alliance. Furthermore, the Shapley value method was used to construct a two-stage model for completing the allocation of carbon emission rights at the county scale from 2018 to 2030. The results demonstrate that the spatial correlations of carbon factors among counties show synergistic characteristics, such as high linear correlation, central cooperation, and multi-polarization radiation, which lead to the formation of ascending power and responsibility subjects in the vertical structure, and the formation of twelve cooperative carbon governance alliances among counties in the horizontal structure. Under the framework of cooperative game, the spatial differentiation pattern of carbon emission rights at county level manifests as: Continuous form of zonal pattern, multi-center subordinate structure and circular recursive texture.
