Abstract:
The wind power fluctuation puts additional burdens on the power system dispatching and causes extra fluctuation costs. Due to the smoothing effect, cooperation of the wind farms reduces the total fluctuation costs of each wind farm, while leading to an allocation problem of the fluctuating costs. This paper proposes a wind power fluctuation cost allocation based on the improved Shapley value. Firstly, the equivalent curve of a wind farm is obtained in the 'equal-kWh following load' method. With this curve, the waveform similarity index is designed to show the changes of the load tracking of the wind power, reflecting the impacts of wind power fluctuation of the farms on the power grid. Secondly, the Shapley value method is used to preliminarily allocate the total fluctuation costs. Finally, a fluctuation cost allocation index combining the influences of the load tracking changes of wind power and the generating capacity is proposed to improve the allocation results by using the Shapley value. The proposed allocation strategy with the improved Shapley value considers the influences of various factors and the allocation results are more fair and reasonable, which verifies in this paper. © 2021, Power System Technology Press.
