对于晚清时期中国赈灾问题的探讨,以往学者的研究多偏致于考察中国政府和民间对本土境内的赈济活动,虽亦偶有学者注意到了当时外国政府及民间,尤其是在华传教士对中国灾区的救济布施等善举,但于晚清时期中国的对外赈灾活动却鲜有学者述及.下面笔者略作阐述,以期抛砖引玉.
