Abstract：
高校科技创新对于国家创新体系功能的发挥具有重要作用。针对目前大多数高校科技发展战略性略显不足,科技创新投入与产出失衡,原始创新欠缺的现象,从战略设计和系统设计两方面建立了高校科技创新驱动系统顶层设计模型,并对模型进行具体描述。最后以福州大学为例,阐述了高校科技创新驱动系统顶层设计模型的应用。
