Abstract：
介绍了国外关于公务员分类管理的理论以及美国、德国和新加坡在公务员分类管理、培训、考核方面的主要做法。认为我国的公务员管理应当在职位分类基础上实行分级管理,开辟适合不同类别公务员的多重职业发展渠道。
