编制外用工存在高流动性、职责不明、晋升不畅通、参与度较差等现状,基于心理契约的特征,遵循需求统一、有效沟通、动态平衡等原则,高校可从规范聘用程序、强化价值引导、搭建沟通交流平台、有效薪酬激励、提供职业规划、营造和谐校园文化方面,建立起良好的心理契约关系,稳定高校编制外聘用人员队伍,促进高校内部治理的良性发展.
