Awareness　of　public　power　is　the　subconscious　when　government　and　staff　use　public　power　to　deal　with　public　affairs　and　provide　public　services.　It　influences　the　behaviors　and　results　of　exercising　public　power　to　some　extent.　Based　on　the　study　of　the　relevant　literature　of　awareness　of　public　power,　this　study　tries　to　interpret　the　meaning　and　the　role　of　awareness　of　public　power,　design　the　measurement　scale　of　awareness　of　public　power,　select　samples　from　the　different　regions　and　different　levels　of　government,　public　institution　as　the　data　source　and　use　the　Exploratory　Factor　Analysis(EFA)　and　Confirmatory　Factor　Analysis(CFA)　to　analyze　the　structure　of　scale.　It　is　verified　that　the　measurement　scale　has　good,　reliability　and　validity.　It　is　found　that　awareness　of　public　power　has　five-dimensional　structure　characteristics,　including　the　awareness　of　power　subjects,　the　awareness　of　rules,　the　awareness　of　responsibility,　the　awareness　of　public　service　and　the　administrative　efficiency　sense.　Awareness　of　public　power　of　government　staff　can　be　recognized　and　measured.　There　are　significant　differences　in　the　aspects　of　the　awareness　of　power　subjects,　the　administrative　efficiency　sense,　the　awareness　of　responsibility　and　the　awareness　of　rules.　Awareness　of　public　power　provides　valuable　insight　to　selection,　cultivation　and　evaluation　of　government　staff.
