<正>政协委员反映群众呼声,是一种负责任的履职。但我更期待有一天,我们开会的时候可以说,这个问题我明年不用关注了,甚至再也不用关注了,因为问题都解决了。在我担任省政协常委这九年多的时间里,交了不少提案,除了每年的四个常委会专题协商议题和重点提案外,其他提案如何落实到位、如何在为群众解决实际困难中发挥作用是我思考最多的问题。作为政协委员,不仅要写提案,更迫切希望发挥提案的参政议政作用,推动社会发展,为群众排忧解难。提案落实了,我们心里才踏实。

从发展基础环境、产业投入、产出能力及科技促进社会经济发展情况等雏度构建福建省地市科技服务业竞争力综合评价体系，采用主成分分析法时福建省九地市科技服务业的竞争力水平进行实证研究。发现福建省科技服务业竞争力水平从东到西，呈现明显的由强变弱的阶梯分布，与三大区域经济发展水平的东强-中弱-西更弱梯度基本吻合。

本文重点研究服务业发展与服务贸易竞争力之间是否能够协同发展。通过选取4个影响服务业发展的因素和决定服务贸易的2个因素，通过建立VAR模型，来分析中国服务业发展与服务贸易竞争力二者之间的关系。通过Granger因果分析和脉冲响应函数的实证研究，得出现阶段，中国服务业发展与服务贸易竞争力提升之间尚未形成良性的协调发展机制，即服务业与服务贸易之间，不存在相互促进的关系的结论。

科技兴贸是我国外经贸事业发展的一项重要战略,然而,目前福建省实施科技兴贸战略仍存在一系列困难和问题,主要表现在:高新技术产品出口比重不高;出口类别过于集中;出口市场单一、地区分布不均衡;出口产品中自主知识产权比重较低;企业规模小、经济效益欠佳,技术创新投入不足;出口贸易面临日趋严重的贸易壁垒;高新技术出口环境建设滞后以及资金、人才制约等等.福建省企业实施科技兴贸战略及扩大高新技术产品出口的对策是:推广应用信息技术;增强高新技术改造传统出口产业技术支撑力度;促进科技成果产业化;积极开拓国际市场;建立多元投资体系;加强标准化建设和知识产权保护.
