Abstract :

探讨政府创新补贴能否激励数字企业创新是数字经济发展背景下的重要命题.本文基于企业生命周期视角构建数字企业演化博弈模型,并进一步实证检验政府创新补贴与市场竞争对数字企业创新的影响.研究表明:政府创新补贴可以显著激励数字企业创新;政府创新补贴激励效果存在生命周期异质性且对成长期数字企业的效果更不稳定;市场竞争会削弱政府创新补贴的激励效果且对成长期数字企业的作用更加明显;政府创新补贴可以激励成熟期数字企业进行实质创新,但对成长期数字企业的激励作用并不明显.因此,政府应持续加大对数字企业的创新补贴,实行"因企制宜"的差异化补贴制度,并依据数字企业竞争行为动态调整补贴资源,多方位监督政府创新补贴成效.

Abstract :

A global consensus on reducing carbon emissions has been reached to combat climate change. The Chinese government has clearly stated that it is necessary to achieve carbon reduction, pollution reduction, green expansion, and economic growth. This paper aims to explore the complex transmission mechanisms between carbon emission trading policy (CET) and green economy efficiency (GEE). Based on the framework of "structure-conduct-performance" paradigm, the serial transmission mechanisms are analyzed. On this basic, time-varying Difference-in-Differences method and serial mediation effect model are used to investigate the effects by utilizing Chinese provincial data from 2007 to 2020. The results indicate that CET has a significantly positive effect on GEE, which is probably achieved through cleaner energy structure and subsequent promotion of innovation input. However, there is no significant serial mediation through high-end industrial structure and digital input. And advanced foreign investment structure and technology transfer also do not serially mediate the relationship between CET and GEE. This paper explores the serial transmission mechanisms between CET and GEE, which contributes to advancing "Porter hypothesis". Furthermore, this paper proposes relevant suggestions for improving the CET to enhance the efficiency is of great significance for policymakers.

Abstract :

Employment creation and climate change mitigation are core tasks for achieving sustainable development goals. Whether or not carbon mitigation policy facilitate employment deserves deep exploration. Through the construction of multi-regional dynamic computable general equilibrium model (CGE) with more scientific energy & environment block, this paper first evaluates regional employment effects of the national emission trading scheme (ETS) in China. Furthermore, we explore the Okun's law of the national ETS based on the mediating effect model. The results show that whether in carbon-intensive industries (CIIs) or non-carbon-intensive industries (NCIIs), employment effects of the national ETS are differentiated across regions. Specifically, the national ETS generally promotes CIIs' employment in Southern, Eastern, Middle Yangtze River and Southwest regions, and has negative effects on CIIs' employment in other regions. Meanwhile, the national ETS brings employment creation to NCIIs of Southern region, while there are opposite results in NCIIs of Northeast region and mixed results in NCIIs of other regions. Moreover, the Okun's law of the national ETS holds in CIIs of each region, but it not fits the data for NCIIs. Therefore, it is important for the Chinese government to consider the differentiated employment effects in different regions carefully rather than adopt one-size-fit-all solution when constructing the national carbon market.

Abstract :

With the growing severe challenges of the climate change, improving low-carbon technical efficiency (LTE) is considered as the most important way to facilitate the low-carbon development. Whether or not China's carbon emission trading (CET) can facilitate the LTE deserves deep exploration. Through the introduction of a more scientific semi-disposability assumption for undesirable output, this paper first calculates China's provincial LTE based on a non-radial and non-oriented data envelopment analysis (DEA) method and analyses the reasons for inefficiency. Furthermore, we explore the impacts and mechanisms of CET on the LTE using augmented difference in differences (augmented DID) model. The results show that China's provincial LTE is not satisfactory which presents a downward trend after experiencing a transient rise. The insufficient low carbon innovation output is the crucial impeding the LTE. The implement the CET pilots has improved the LTE and the promotion effect are mainly through strengthening innovation support and capital concentration, while the mediating effects of innovation synergy degree and talents concentration are not significant. Therefore, it is essential for the Chinese government to push forward the scientific construction of national carbon trading market rather than increase the inputs blindly, so as to stimulate the innovative vitality of enterprises as innovation subjects. Abstract :

Making environmental regulation (ER) in line with local development reality is the key to promoting regional coordinated development. Current research mainly concentrates on the overall effect of ER or the policy effect of some specific regulations. In reality, the ERs are not always one-size-fits-all, and the evaluation of the biased ER???s effect is mostly overlooked. This paper takes the biased energy-saving policy (BESP) of 13th Five Year Plan as an example and identifies the impact of the BESP on enterprises??? total factor productivity (TFP) based on a Difference-in-Difference model. Our results suggest that the BESP has significant promotion on the enterprises??? TFP. When considering the heterogeneity of enterprise and industrial characteristics, it can be found that large-scale, state-owned enterprises as well as enterprises with capital-intensive show more significant promotion effect from the BESP. Moreover, enterprises in high-energy consumption and low-tech industries also reveal more significant policy effect. Further, the results of the mechanism analysis indicate that the BESP promotes the enterprises' TFP mainly through enhancing technical-focused investment preference and narrowing technical gap within the industry. Our research fills the gap in the study of biased ER, which provides a new orientation for realizing the carbon neutrality goal.

Abstract :

The Green industrial policy is implemented to promote the coordinative development of the environment and industry, while there has been limited research involved in the policy effect evaluation. Taking China's Green Manufacturing Engineering Implementation Guide (GMEIG) released especially for manufacturing industry in 2016 as a quasi-natural experiment, this paper identifies the policy effect on the total factor productivity (TFP) of manufacturing enterprises, and the mechanisms and heterogeneities are further evaluated. The baseline results show that green industrial policy has significant promotion on the TFP of manufacturing enterprises. The mechanism is analyzed from two perspectives, including incentive effect and supervision effect. Moreover, mediating effects of different time points of government subsidy are investigated within the incentive effect. The results reveal that GMEIG promotes the TFP of manufacturing enterprises through incentive effect and the promotion on enterprises' TFP mainly benefits from government subsidies afterwards rather than government subsidies beforehand. When considering the heterogeneity at regional, industrial and enterprise levels, the policy effect is more significant in non-state-owned enterprises, as well as enterprises with smaller scale. What is more, market competitiveness is conducive to the promotion on enterprises' TFP, while current level of green preference fails to positively moderate the policy effect. This study provides theoretical and empirical support for the construction of green industrial policy and further facilitates China's green development.

Abstract :

Innovation is an imperative way of harmonizing the relationship between environmental protection and economic growth. Reasonably creating institutional pressure to stimulate the innovation vitality of enterprises is a crucial issue in promoting the modernization of ecological environment governance systems and governance capacity. This paper considered China's new environmental protection law (NEPL) as a quasi-natural experiment to evaluate the impact of environmental regulation on enterprise eco-innovation in a difference-in-difference (DID) framework. It also identifies the conditions of the NEPL that encourage enterprise eco-innovation. We found that the NEPL significantly hinders the level of enterprise eco-innovation. This inhibition is mainly associated with invention patents with high degrees of innovation rather than utility model patents, resulting from tightening financing constraints. Further, when considering enterprise heterogeneity in terms of ownership, size, and cost transfer ability, private and small-sized enterprises and enterprises with higher cost transfer ability are more affected by the implementation of the NEPL. Furthermore, enterprises with a better business environment are more likely to perform innovation activities. Our findings have valuable implications for evaluating the effects of policy implementation more scientifically and comprehensively, and consequently, promoting the "innovation compensation effect" of environmental regulation.

Abstract :

Green innovation is the key to solve increasingly serious environmental problems. Previous studies mainly focus on the effects of environmental regulations (ERs) on local green innovation while little research has paid attention to the effects of ERs in neighborhood, and the impact mechanism remains unclear. Actually, the green innovation in a region may depend on the superposition effects of local and neighboring ERs. This study proposes a theoretical framework of local-neighborhood effects of ERs on green innovation, and empirically tests the effects and mechanisms based on an examination of 274 prefecture level cities of China, with different ERs and regions taken into consideration. The results show regional differences in the local-neighborhood effects of different ERs on green innovation and further identify the optimum regional ERs intensity. Moreover, it is also discovered that areas with high intensity of ERs will foster the regional transfer of industries and human capital, and further affect green innovation in neighboring areas. Both command and control regulation and market-based regulation restrain green innovation in neighborhood through industrial transfer with the peak at 400 and 600 km economic urban circles, respectively. And the human capital is found significantly negative in neighborhood effect of market-based regulation within the 600 km scope. This study fills a gap in the literature of local-neighborhood effects of different ERs on green innovation, which is an extending of Porter Hypothesis and will be of great significance for regionally coordinated green innovation promotion.

Green innovation is the key measure to improve environmental efficiency and enhance environmental protection, but it is difficult to effectively drive green innovation only relying on the market mechanism. Therefore, exploring how to motivate green innovation through environmental instruments is essential for the sustainable development. Applying a spatial econometric model to panel data of 285 prefecture-level cities in China, this study estimates the dynamic impacts of the command and control and market-based instruments on green innovation, taking into account regional and innovation type heterogeneity. The results of the spatial econometric analysis show that the command and control instrument inhibits green innovation in the current period. Moreover, while the market-based instrument has no significant effect on green innovation in the current period, it significantly induces green innovation in the lagging period, which supports the Porter hypothesis. The sub-sample regression results reveal that the market-based instrument only induces green utility model which is less innovative both in the central and western regions. In addition, the market mechanism in the western regions should be improved. Finally, policy recommendations for the government are presented to improve China's environmental instrument system to promote green innovation. This study fills the gap in the literature by comparing the effects of command and control and market-based instruments, especially in developing countries.

[目的/意义]随着环境问题的日益恶化和突出,如何驱动企业进行生态创新已成为学者们研究的热点问题.[设计/方法]首先从五个不同学科或理论视角对企业生态创新驱动机制的理论基础进行梳理,然后对不同企业生态创新类型以及不同企业生态创新阶段的驱动因子的相关研究进行综述,最后对现有研究进行了简要的评述与展望.[结论/发现]明确了不同驱动因子所对应的企业生态创新类型以及生态创新阶段,提出了未来进一步深化企业生态创新驱动机制研究的方向.
