Abstract ：
Earthquakes, floods and other types of natural disasters are frequent and bring many devastating effects. The research related to emergency logistics has received much attention in recent years. In order to further improve the rescue efficiency and reduce disaster losses, a multi-objective two-stage stochastic programming model of location-inventory-routing of emergency logistics based on multiple reliability under uncertainty is addressed. The proposed model includes three types of uncertainty as demand, supply and transportation time, and two kinds of reliability as distribution center facilities and road access. It is used for integrated decision making in disaster preparedness and response stages. Factors such as material bulk procurement discount, pre-disaster budget, multiple transportation modes, capacity constraints, and disaster scenarios are considered comprehensively. Then, an algorithm was developed. A non-dominated ranking genetic algorithm (NSGA-II) is used to solve the developed model according to its characteristics. The validity of the model and algorithm is verified by conducting a case study on an earthquake in Sichuan, China, and the Pareto optimal solution set is obtained. Finally, sensitivity analysis of the parameters is performed to investigate the effect of changes in key parameters on the model solutions. Thus, some relevant management insights are provided. The results show that an appropriate increase in the pre-disaster budget can substantially reduce the response cost in the post-disaster period. In addition, increasing the number of resident helicopters within the material inventory by a certain amount can help reduce the total distribution time.

地震等突发事件发生后,需要血液等应急医疗资源对伤员进行救治,合理的血液配置是开展医疗救治工作的前提和保障.在血液供应网络配置中,不仅要提高日常供血效率,避免过量采血,还需要考虑灾后突发事件的影响,减少人员因供血不足而导致的伤亡.为了保障灾前运营成本最小化和灾后安全救援能够顺利进行,本文在考虑灾前和灾后具有两种不同血液需求特性的情况下,建立基于数据驱动的应急血液供应网络与配置的多周期分布式鲁棒优化模型.寻找过去灾害发生时需求的历史数据,将突发事件中的血液需求表示成模糊集形式,并利用python中基于数据驱动的Rsome鲁棒优化第三方库求解模型.最终通过实际案例分析,验证了该决策模式的适用性,表明所建立的模型能够为决策者在考虑突发事件的应急血液供应网络与配置过程中提供决策支持.

大规模灾害救援初期，应急物资供应不及时和分配不均的状况会使灾民产生一定的负面心理情绪，影响灾后救援效率。针对该问题，本文构造绝对剥夺成本函数和相对剥夺成本函数衡量灾民的负面心理情绪，并利用总剥夺成本表征应急物资调配的公平性，以救援总成本最小为决策目标，构建兼顾效率和公平的灾民应急疏散、临时避难所选址和应急物资调配的集成优化模型，并设计一种分阶段解码的遗传算法进行求解。最后，以易受台风侵袭的广东省东莞市与汕尾市的19个城镇作为受灾点进行算例分析，验证了模型与算法的有效性和可行性，以期为灾后应急救援提供有益参考。

Industrial agglomeration is an important way to affect total factor energy efficiency (TFEE), and digitalization level (DL) and green technology innovation (GTI) can help improve the effect of industrial agglomeration. This research examines the impact of specialized industrial agglomeration (SIA) and diversified industrial agglomeration (DIA), the two main forms of industrial agglomeration, on TFEE under the mediating role of GTI and the moderating role of DL. Three main results were obtained based on the China's provincial data from 2010 to 2021. (1) Both SIA and DIA can significantly promote TFEE, but their effects are different. (2) GTI plays a mediating role in the positive promotion effect of DIA and SIA on TFEE. In addition, GTI not only has obvious inertial effects in time, but also has significant spillover effects in space. (3) DL not only strengthens the impact of SIA or DIA on TFEE, but also enhances the impact of SIA or DIA on GTI. The results show that DL and GTI are effective ways for industrial agglomeration to build a sustainable economy. The article finally puts forward policy recommendations, emphasizing accelerating digital transformation, strengthening industrial agglomeration planning, promoting green technology innovation, and adopting a multi-path development model. 环境规制对绿色生产具有重要的积极意义,区域环境规制水平与碳交易价格波动之间存在密不可分的关系.以国内4个碳交易试点为研究对象,选取了 2013-2020年不同区域环境规制的相关指标和碳交易价格数据进行实证分析,深入探讨环境规制对碳交易价格波动的作用机制.同时采用滞后一期的方法解决内生性问题可能会对分析结果带来的影响.研究发现:环境规制水平对碳交易价格具有抑制作用,地理距离的变化会改善环境规制水平对碳交易价格的抑制效应.

灾后应急物资的分配与调度是救援工作开展的关键任务.为保障灾后物资配送活动的顺利进行,对应急配送中心的选址-路径问题展开研究,构建一个物资储备库-应急配送中心-需求点的多级配送网络.在考虑灾区道路可靠性状况的条件下,综合考虑供给物资有限、物资分配的公平性、需求的不确定性等因素,以应急物资总配送时间最小化、系统总成本最小化以及车辆行驶路线的总连通可靠性最大化三者为目标函数,采用随机机会约束规划方法,建立了一个震后应急物资配送的多目标选址-路径问题优化模型.考虑到问题的复杂性,文章利用基于蒙特卡洛仿真模拟的非支配排序遗传算法对所提出的问题进行求解.通过测试算例,证实了文章所提出的模型和算法能有效求解灾后应急配送中心多目标选址-路径优化问题,为决策者选择适合的方案提供一定参考.

The transportation mode of the railway cold chain has an essential impact on operational efficiency and cost. Under the uncertainty of demand and limited transportation capacity, an evolutionary game model of railway cold chain logistics is constructed to explain and analyze the dynamic decision-making processes and mechanisms between cargo owners and railway transport enterprises. The results show that the evolutionary path and convergence speed of the model are influenced by the initial value and its allocation coefficient, cargo volume, additional benefit, and default cost. By using Matlab, numerical simulation is conducted to verify the theoretical assumptions and results. This study presents a novel approach to analysing environmental governance by Chinese governments through the lens of a tripartite evolutionary game model. The key novelty of our research lies in the explicit incorporation of a reputation mechanism into the evolutionary game analysis, which significantly influences government decision-making, environmental governance strategies, and the dynamics of the relationship between government and polluting enterprises. By assessing the marginal effects of conventional governance and mobilization-based governance on the environmental mechanism, as well as the collusion behaviours between government and polluting enterprises, our study sheds light on previously unexplored aspects of environmental governance. Our findings indicate that the reputation mechanism plays a crucial role within the evolutionary game system of environmental governance, exerting a substantial impact on government decision-making. Furthermore, we demonstrate that policy interventions, such as increasing the cost of penalties under regulatory policies, can encourage compliance strategies among enterprises. Additionally, our research highlights the high sensitivity of reputation signals towards local government's environmental governance strategies, directly impacting their credibility and influencing the adoption of proactive environmental governance strategies. Moreover, we emphasize the role of the central environmental inspection system as a means to facilitate the transmission of environmental governance pressures between central and local governments, ultimately fostering a green development concept and promoting coordinated development between the economy and ecological civilization. Overall, this study provides valuable insights into the intricacies of environmental governance in China and underscores the importance of reputation mechanisms and policy interventions in promoting sustainable development.

Although the ability to manage public health emergencies in China has improved signicantly, there are still many challenges to the existing information transmission mechanism in pandemic early warning systems. In this context, a tripartite evolutionary game model composed of the local government, the whistleblower, and the public is formulated. By using Matlab, the dynamic evolution path of the game model is stimulated under different conditions. Stable strategies for an early warning system for public health emergencies are also explored. e results indicate that the cost of whistleblowing, the cost of response, and the benet of attention signicantly influence strategic decisions among three parties. is study highlights the importance of whistleblowing in managing public health emergencies. Yet, our ndings provide theoretical support for policy recommendations for promoting public health emergency preparedness.
