More trust in central government during the COVID-19 pandemic? Citizens’ emotional reactions, government performance, and trust in governments Scopus

Abstract :

In the COVID-19 crisis, the spectrum of emotional responses among citizens, encompassing both positive and negative reactions, holds the potential to significantly sway public trust in the government. However, the impact of government performance on the interplay between citizen' emotional reactions and trust in the government is not well understood. Drawing upon the trust repair framework, we analyze data from China gathered during the pandemic to investigate the moderating and reparative functions of government performance. The results showed that: Government trust increases as positive emotions increase and negative emotions diminish. Government performance positively moderates the relationship between the emotional reactions of citizens and government trust. Citizens’ trust in the government during the pandemic showed a “strong central, weak local” pattern. Additionally, local government performance exhibits a more pronounced restorative effect compared to the central government. Policy implications are proposed to assist policymakers in enhancing public trust in the government. © 2024 Elsevier Ltd

Abstract :

Increasing resilience at the community level is important for reducing the impact of disasters, particularly given the growing number of disaster events around the globe. Prior studies have paid more attention to the resilience of rural and urban communities, while a larger number of transitional communities have not received enough attention. Based on a survey in Guangdong Province, China, the 10-Item Conjoint Community Resiliency Assessment Measurement (CCRAM10) was employed to assess the perceived community resilience of seven community types in urban, rural, and transitional communities. Multiple linear regression was also conducted, to measure the influence of community types. The results show that transitional communities have the lowest level of resilience, while urban communities have the highest. Although differences in resilience exist among different community types, they all show a high level of collective efficacy. Urban and rural communities are strong predictors of community resilience, as are the following sociodemographic categories: being male, younger, married, more highly educated, and not religious. However, differences are found in the specific dimensions. The study also provides recommendations on how physical and social infrastructure could be used to promote community resilience.

In an era marked by increasingly complex risks and extreme disasters, nations are progressively leaning towards inter-organizational collaboration as a means to adapt and respond effectively. Guided by the principles of holistic governance and comprehensive emergency management, the establishment of comprehensive coordination institutions has emerged as a vital strategy for enhancing a country's emergency response capabilities. Nevertheless, the transformation of interorganizational cooperation networks following institutional reform remains shrouded in ambiguity. This research, employing a blend of quantitative and qualitative analyses within a network theory framework, delves into the shifts within inter-organizational cooperation networks subsequent to institutional reform. By scrutinizing the evolution of emergency plan networks at provincial, municipal, and county levels before and after China's institutional reform and drawing insights from emergency plan revision personnel, this study unveils a noteworthy trend. Specifically, the inter-organizational collaboration network in China's emergency management sector has gravitated towards a unified command model, fostering heightened cross-functional cooperation and optimizing network structure. The findings of this study not only shed light on the post-reform dynamics of inter-organizational cooperation networks in China but also offer valuable insights for other countries and regions seeking to develop effective emergency management systems. As the global landscape continues to evolve, understanding and adapting to these changes in network dynamics becomes imperative for bolstering disaster response capabilities worldwide.

Abstract :

Provisions for compensation have been widely used to handle siting difficulties in many countries. However, neglecting the factors that influence the residents' willingness to accept compensation (WTA) for the siting of clean energy facilities for the long term has led to the failure of compensation, which could potentially cause stalemates or even conflicts in projects. Given the representativeness of nuclear power plants (NPPs) in the siting of clean energy facilities, this study chose the siting of NPPs as a case study. Moreover, an extended knowledge-attitudes-practices (KAP) model was constructed to explore the key factors that affect the residents' WTA since this model excels at understanding individual behaviors. The results show that the WTA is extremely low. Knowledge has positive effects on attitudes, which is also the most significant predictive factor of the WTA. More knowledge leads to lower pollution perceptions but results in higher safety perceptions and pro-environmental values. Perceptions of safety and pollution mediate the relationship between knowledge and the WTA, but the mediating effects of pro-environmental values are not significant. The negative effects of pollution perceptions are greater than the positive effects of safety perceptions of WTA. These results may serve as a basis to improve public evaluation to handle crises in other countries and regions.

Abstract :

At the forefront of the fight against the pandemic, the community' s measures and services would have a greater impact than ever before on citizen satisfaction. However, the influence of citizen satisfaction on community pandemic prevention and control measures (CPPCM) during the pandemic is poorly understood. This study aims to investigate the allocation of CPPCM and its impact on CS. The Chinese national data was analyzed for the outcome. (1) Pandemic prevention propaganda (PPP), disinfection (DT), and body temperature tests (BTTs) were the primary measures taken by the Chinese community. (2) The CS for pandemic prevention and control is high, and urban and central Chinese communities express greater satisfaction. (3) The impact of disinfection, body temperature tests, free supplies, and assistance purchasing supplies on CS was greater in rural areas than in urban areas. (4) Regional variations exist in the impact of CS on CPPCM. (5) The number of measures has an inverted U-shaped relationship with citizen satisfaction. This study also suggests that the government should disseminate information about pandemic prevention in a timely manner, provide basic health and medical services, and evaluate the measures taken to avoid the discount effect.

Abstract :

Ecological civilization (EC) has been seen as the final goal of social and environmental reform within a given society. Much attention has been paid to the national governmental level in previous studies, and district- and local-level government actions have been a lower priority, which may have led to overlooking key details of management institutions and policy systems in relation to EC. In this research, we aimed to make a significant contribution to the literature by tracing the EC trajectory and policy transitions. Through bibliometric analysis of policy documents, we reviewed the EC construction system for Fujian Province from 2004 to 2020. The policy priorities, organization-functional network, and contributing factors to policy changes in each of the three phases are discussed in depth. Target setting, actors' functions, and institutional guarantees are the core elements of EC construction. This research provides a quantitative foundation for understanding policy reform and transition with regards to Chinese local governments' EC actions. The experience of Fujian Province shows trends toward legalization, multi-actor linkage, and issue refinement that may serve as a basis for other countries and regions in order to explore the promotion of sustainable development and environmental governance as pathways to EC.

2018年机构改革以来,初具雏形的应急管理体系和能力暴露出短板和不足。究其原因,在应急管理范式变迁过程中,短期内完成了机构改革,但应急管理的制度、主体能力和意愿以及应急文化等方面建设出现行动延迟、错位或滞后,致使应急管理现代化建设的理想状态、制度状态和运行状态之间产生了变迁差距,即"堕距"。"十四五"时期应以弥合制度、主体和文化等三个方面的"堕距"为主要任务,推进应急管理体系和能力现代化建设。

Abstract :

Governments around the world have taken measures in fighting against COVID-19, but how the government's response affects the public evaluation of government performance in crisis remains to be examined. The study investigated how government actions, the public's trust in government, risk perception, and negative emotions influenced the public evaluation of government performance based on a primary survey. The findings showed that: (1) government actions and public evaluation of government performance in crisis are significantly and positively associated; (2) trust in government can positively lead to the public evaluation of government performance in crisis; (3) risk perception and negative emotions can negatively moderate and attenuate the previous positive relationship. The research revealed that the public evaluation of government performance is formed by the government actions through mediation effect of trust in government and also moderation effect of risk perception and emotional factors. Thus, this study innovatively developed a moderated mediation model of public perceived government performance which may serve as a basis for improving public evaluation while dealing with the crisis in other countries and regions.

走向“大应急”?机构改革以来应急管理制度的变革与形塑——基于综合应急管理的视角 CSSCI PKU

Abstract :

本研究基于政策文本分析描绘了2018年机构改革以来我国应急管理的政策图景,回顾和反思了应急管理制度变革与形塑过程,旨在为应急管理体系建设提供参考。实证分析结果表明,2018年机构改革以来的应急管理体系建设部分借鉴了综合应急管理模式,在涉及的灾害种类、部门职能、灾害过程管理等方面都做出了调整,但区别于美国FEMA的应急管理体制,在灾害种类进行整合的同时关注了灾害的专业性,应急管理延伸到风险防控和减灾等过程,更加强调了应急管理的多主体参与。下一步还需要加强应急管理的综合性和专业性的融合、应急管理体系和业务管理体系的融合以及多主体多中心高质量的协作与融合。
