Abstract :
This paper investigated chloride-corroded concrete-encased steel (CES) slender columns subjected to axial loading. Twelve specimens were tested to evaluate the effects of corrosion on failure modes and mechanical performance. Results show that chloride corrosion accelerates structural degradation and shifts failure from end-region to mid-span as corrosion intensifies. Higher slenderness ratios amplify corrosion-induced losses in load-bearing capacity and stiffness. Based on the test data, a predictive formula was proposed to estimate axial load capacity considering section loss and confinement effects. Stability analysis using a modified Euler approach indicated no instability failure but revealed a reduced safety margin with increasing corrosion severity and slenderness. A validated finite element model was developed, and parametric analysis showed that CES columns experience significant stiffness and stability deterioration when the slenderness ratio exceeds 62. The findings support structural assessment and maintenance planning for CES members in corrosive environments.

Abstract :
The compressive behavior and failure mode of corroded steel tube short columns were investigated through experimental research and numerical simulation. An equivalent relationship between salt spray corrosion and natural corrosion environments was established to reveal the evolution of mechanical properties in corroded steel. The process of surface corrosion was analyzed at both macroscopic and microscopic levels. Subsequently, axial pressure tests were conducted on the short columns of corroded steel tube tubes. The findings indicated a significant decrease in the ultimate bearing capacity, ductility, and initial stiffness of the samples with increasing corrosion time. Following 112 days of salt spray corrosion, the ultimate bearing capacity decreased by 33 % for uncoated specimens and 17.8 % for coated specimens, while the ductility coefficient decreased by 32.16 % and 29.82 %, and the initial stiffness decreased by 60.47 % and 42.27 %, respectively. Additionally, a method for randomly generating corrosion pits based on 3D scanning results was proposed, and a finite element model incorporating the morphology characteristics of these pits was developed, with simulation results aligning with experimental findings. Finally, a prediction model for the ultimate bearing capacity of corroded steel tube short columns was established using the GM (1,1) model in grey system theory, demonstrating a prediction error of less than 5 %.

This research employs a worldwide sample of 4017 energy sector companies from 1996 to 2022 to examine the effects of economic policy uncertainty (EPU) and oil price uncertainty (OPU) on corporate investment in oil/energy sector and this study analyze how market instability and international economic disasters shape the connection between OPU and business assets. GLM regression with firms-years fixed effects and firm-based clustering indicate that both OPU and EPU had a detrimental influence on corporate investment in energy sector. Generalized linear models provide a universal method for addressing various response modeling issues. It is also revealed that oil-producing nations experience OPU and EPU's negative effects more severely than oil-consuming nations. This paper also demonstrates that the link between corporate investment, OPU and EPU is influenced by nations that produce oil, market volatility, and global financial crises. Strong evidence was found supporting the notion that OPU and EPU had a statistically significant detrimental impact on business assets. The findings of the paper are consistent under a variety of robustness tests and show that the association between OPU and EPU and business assets still holds. The results have significant bearing on the asset strategies that company managers and governments should adopt in light of the volatility of oil prices and EPU and this study provide valuable insights for policymakers who are focused on achieving energy transition, enhancing energy security, and meeting environmental goals such as reducing greenhouse gas emissions.

醚化反应是生产燃油添加剂这一关系国计民生重要化工产品的关键途径,反应精馏是其生产的核心技术.对醚化反应精馏技术进行总结和回顾,既有利于推进反应精馏基础理论的发展,也可促进醚化产品生产技术的升级.本文全面系统地介绍了生产甲基叔丁基醚、乙基叔丁基醚、甲基叔戊基醚、乙基叔戊基醚和二甲醚这几种燃油添加剂的反应精馏技术研究进展,涉及基础研究和工业应用,包括反应原料选择、工艺系统开发和多稳态现象调控,分析了不同反应路径和工艺系统的优缺点,总结了反应精馏多稳态研究的基本问题和结论.展望了反应精馏技术在聚甲氧基二甲醚合成和甘油、5-羟甲基糠醛、糠醇等生物质平台化合物制备新型醚类化合物的应用前景和挑战.指出了醚化反应精馏技术在工艺系统开发和催化填料设计方面存在的核心共性问题,并提出了相应的解决方案.

在深化市场改革背景下,城镇管道燃气行业的垂直一体化管理体制呈现出诸多弊端,随着国家在公用事业领域开放政策的落地,由国营企业垄断经营城镇燃气行业的格局正逐渐被打破.但通过对福建省城镇管道燃气特许经营制度的考察发现,当前仍然存在地方审批制度不规范、行政授权性垄断"名无实存"、监管机制不完善三类典型问题.结合福建省的问题辐射全国燃气特许经营制度,对已建立城镇管道燃气特许经营制度各省(自治区、直辖市)的地方法规规章进行梳理,进一步发现普遍存在法规规章不完善、第三方市场冲击严重、违规授权等问题.因此,明确城镇管道燃气特许经营范围与审批权限是解决上述问题的可采进路,同时应辅以价格规制与多维公众参与,以期实现市场有序、权责有据.

随着能源市场化改革的不断深入,大批的能源企业将走向市场,必将面临上市增资需求;新股发行注册制改革的启动恰如其分地为能源企业市场化改革提供了新的契机.目前,证监会、上交所正式发布设立科创板并试点注册制主要制度规则,在当前市场环境驱动下,为满足企业自身发展需求,环境信息成为上市公司信息披露重要内容.IPO告别核准制,环保部也早在2014年停止环保核查,要求发行人自行进行披露环保信息,并要求中介机构对发行人环保合规情况进行尽职调查,这对企业及中介机构提出了极大挑战.当前,上市公司环境信息披露正处于法律衔接"过渡期",环境信息披露面临"有模有样但瑕疵不断"的实施瓶颈,对披露要素的把握是目前应对披露瓶颈的有效突破.

环境信息披露制度是既体现环境法基本理念,又立足于企业经济属性的科学的制度设计.其科学性在于准确把握了企业环保行为动因:首先,把握企业趋利性特质;其次,以触发"内部风险"为关键点将企业环境机会成本主义行为与环境风险控制相关联.以此为基础,企业实施环保行为的具体动因在于:基于利益考量的传统企业管理中的"成本—收益"理论、"绩效—印象"理论、"压力—合规"理论等发挥了环保正向作用.

2015年,修订后的《中华人民共和国环境保护法》正式实施,政府、企业、社会各方责任强化、处罚力度加大、公益诉讼主体明确等都为我国环境纠纷解决提供了新的思路,但整个环境纠纷解决机制仍存在欠缺,有待以新法的颁行为契机进一步完善。印度紧急状态结束后的40年环境保护法迅速发展,环境纠纷解决形成了以"公共妨害"与"私益妨害"理论为基础;以民事、刑事、行政解决途径为主,以环境公益诉讼、最高院环境纠纷解决、邦际环境纠纷解决为特色的多元纠纷解决机制,是新环境法背景下我国环境纠纷解决机制完善的有益参考。

随着经济全球化发展,能源全球化进一步向纵深发展,在能源环境问题上,任何国家都不可能采取“孤立态度”.为全面保障能源供应安全、能源经济安全以及以气候变化问题为代表的能源环境安全,能源领域国际合作更加活跃.能源环境安全的现状与困境深化了参与国际合作的必要性,而在能源合作的过程中,能源企业作为其中的重要主体在国际合作中应该对自身的环保义务引起足够的重视,充分利用国际组织的平台,进而不断地提高和完善能源企业自身标准.

采用多元醇法,以丙三醇、氢氧化钠、硫酸铜为原料,在油浴中共热制备Cu2O. 通过X射线衍射分析(XRD)和电化学测试对材料进行了表征. 结果表明,丙三醇能够将Cu2+还原为Cu+. 并且,采用该方法制备出的Cu2O材料作为锂电池负极材料,具备较好的循环性能.
