Abstract:
In the historical confluence of the ''Dual Carbon'' goal and the development strategy of the Yangtze River Economic Belt (YEB), leveraging policy effects is crucial for synergistically promoting pollution control, carbon reduction, and high-quality economic development. This paper focuses on panel data from 266 cities in China spanning from 2013 to 2021. It specifically examines 90 cities designated as the treatment group under the development strategy of the YEB. The research employs the difference-in-difference (DID) method to evaluate the impact of the development strategy of the YEB on the synergistic governance of pollution control and carbon reduction (Governance). The research results show that the development strategy of the YEB has a positive impact on Governance. Additionally, the benchmark regression results successfully pass six types of robustness tests. Heterogeneity analysis indicates that the development strategy of the YEB has a more significant effect on the Governance in large and resource-based cities. The mechanism tests indicate that the development strategy of the YEB can improve the Governance in the region through increasing the investment in pollution control or decreasing the intensity of energy use.
