市场配置人才资源的基础性作用已成为共识。如何看待当前人才配置中的得失、揭示其中的规律,对实现人才资源优化配置的初衷,有着现实意义。文章从人才资源市场化配置的基本理论入手,提出配置效益的评价依据,以此概括当前市场配置人才的种种困境,并从系统的角度,对市场失灵的成因进行重点阐述。
