Abstract：
目前中国农村水利建设需求大、耗资高,单靠政府资金无法有效解决问题。针对已建成、需扩建和需新建的农村水利,结合中国农村水利建设的自身特点,从必要性和可行性论证了农村水利建设引入公私合作PPP模式的必然性,提出了公私合作模式的3类具体形式(服务、运营和维护协议,购买——建设——运营,建设——拥有——运营),并从体制建设和政策保障2个方面阐述了促进农村水利建设公私合作的路径。
