Abstract：
由计划经济向市场经济转轨的社会,对公共服务的需求不断提高,市场和政府都无法从单方面满足社会需求。为顺应时代需要,政府购买服务应运而生。本文对服务购买方式进行分析,制订灵活机动的购买规划。为了保证政府购买服务的可持续发展,从政府、民间组织、国家3个方面建立全面的可持续发展机制。
