Abstract：
自十七届三中全会明确提出鼓励农村土地流转后,农村土地流转的速度明显加快。据农业部统计,截至2013年底,全国承包耕地流转面积3.4亿亩,是2008年底的3.1倍,流转比例达到26%,比2008年底提高17.1个百分点。然而,总体上看,我国目前农村土地流转制度还很不健全。因而随着流转的加速,各类矛盾也日益增多。
