分析高校人员构成,归纳高校校园事故原因。定义高校广义安全文化,确立精神安全文化、制度安全文化和物态安全文化三大内容,并建立高校广义安全文化建设体系。针对以人为本的观念,提出高校广义安全文化建设,给出以人为本,安全承诺,安全组织管理,安全激励制度和注重物态安全文化沉淀五点建议。
