问卷调查是近年社会、经济调查中经常采用的一种形式。文章通过“亚洲开发银行贷款项目投资评估”工作中“社会参与情况调查”的案例研究，总结了国外专家所提供的问题调查方案的特色，对改革、完善我国现有问卷调查的设计、组织、实施提出了设想
