Abstract：
我国高科技产业化的总体水平较低 ,原因在于 ,这一系统工程的瓶颈如人才、政策、资金、科技未能很好解决 ,因此应制定符合国情的发展战略 ,完善创新体系 ,实行有限的产业保护 ,建立风险投资机制 ,以实现高科技产业的良性发展
