Abstract：
小水电作为21世纪发展最快的清洁能源,得到国家高度重视,也经历了迅速发展的时期,但其开发过程中出现的缺乏整体规划,对环境破坏大,上网难,移民安置等问题都不容忽视。本文拟从政策完善角度对以上问题进行总结和分析,为小水电未来的有序发展提出一些制度上的建议。
