Abstract：
近年来,民营资本中标PPP项目的数量和投资规模呈现＂双降＂局面。国家发改委、财政部相继出台文件鼓励、支持民营企业参与PPP项目。PPP项目的融资结构是影响民营企业参与率的因素之一,优化项目融资结构能使政府与社会资本双方利益最大化,吸引民营企业参与PPP项目。由于PPP项目具有较大风险,考虑采用蒙特卡洛技术确立风险作用下的最优融资结构。研究发现,准经营性基础设施PPP项目合作双方可以通过蒙特卡洛技术优化项目融资结构,找到有利于优化融资结构的方法。
