Translated Abstract
Starting from the Taiwan authorities＇＇ S&T guidance on the province＇＇s developmental strategy, the article probes and analyzes the dynamic reasons for the formulation of the ＂open model～ policies for industrial development and their resultant effects. In addition, it anatomizes the defects caused by the transition from opening-up to the so-called ＂retrenchment～. Based on this, it suggests several tentative views on the stability and coordination of related policies on S&T industry management.
