Abstract：
首先提出拟均衡的概念, 认为政府有必要对规模技术报酬递增的企业进行干预, 适当限制其产品的价格, 以使得经济不至于过分偏离均衡状态. 最后, 证明了在政府对这种企业的定价行为实行干预的情况下拟均衡的存在性.
