政策系统的内部和外部环境中都存在着一些风险因素,政策制定和执行过程中难以做到完全规避风险,而政策风险会给国家和社会带来负面效果,认真分析政策风险产生的原因,从系统管理、信息管理、风险管理、法制等各个层面和角度加强政策风险防范能力建设是有效之举.
