一个科学、有效、合理的领导干部素质测评体系,对于选拔、任用和考核高素质的领导人才,是极为重要与必要的.我党在长期的实践中,形成了丰富的领导素质理论思想和领导素质测评标准,为我国各级领导干部的选拔、任用和管理起到了积极作用,但也还存在一些亟待深入研究和解决的问题.
