Abstract：
以福州市鼓楼区政府为例,对我国县级服务型政府建设中政府职能转变的相关因素进行分析。运用SWOT分析法客观剖析影响政府职能转变的优势、劣势以及面临的机会与威胁,通过SWOT-AHP法对相关因素进行对比分析,识别筛选出影响服务型政府建设中政府职能转变的关键因素,为促进我国县级政府职能转变提供决策依据。
