Vulnerable groups are being widely concerned in society. Lack of discourse right is the key reason of their vulnerable status. Because of the false concept about stability, inadequate training on discourse expression, and lack of system supporting, vulnerable groups only have very. narrow channels of expression. Their inadequacy and feebleness in skillful and appropriate expression make them marginalized. This severely restricts the healthy development of China＇ s social classes. It has gradually become a common social understanding to respect the vulnerable groups, improve their discourse right and ensure that they enjoy equal civil rights. To improve the discourse right of vulnerable groups ,we should change conventional attitudes to stability maintenance, respect their discourse right, create opportunities and channels of discourse expression for vulnerable groups, and improve the system that guarantees the discourse rights of vulnerable groups.
