Abstract：
伴随着两岸经贸合作的深入发展,平潭作为大陆与台湾交流的前沿,其“五缘”优势日趋明显.借助政策倾斜,平潭对台物流货运量显著增加.文中在分析平潭综合实验区对台物流优势的基础上,首先构建了基于快速通关下的台平联合中转集散模式；其次,论证了该模式的现实意义；最后通过全面把握现行政策下的通关制度提出相关措施及方法.
