Since the Third Plenary Session of the 18th CPC Central Committee ,the mixed ownership is seen as the accelerator of promoting the reform of state-owned assets and enterprises .However ,the mixed ownership is not a new concept , the Third Plenary Session of the 14th CPC Central Committee has proposed the idea of the mixed economy .The article thinks that reverting to the mixed ownership at the moment is to consolidate the basic economic system ,facilitate the development of the non-public economy and make people share the achievements of economic development .The mixed ownership is positive-sum game of the advance of both state-ow ned enterprises and private-ow ned enterprises rather than zero-sum game of the retreat of either state-ow ned enterprises or private-ow ned enterprises .Deepening the mixed ow nership reform is an important method to constantly improve the vitality ,control and influence of state-owned economy under the context of new economic normality .We should look at the mixed ownership reform in positive-sum game thinking and push on its reform using a gradual classification manner ,w hile of w hich the key point lies in establishing the standardized corporate governance structure .
