Green development concept, as one of the ＂five development concepts＂, has put forward new requirements for government responsibility and responsibility mechanism construction. On the one hand, promotion of the green revolution of government responsibility guarantee and encouragement mechanism, with institutional mechanisms to ensure that the government can legitimately and actively fulfill duties of green development.
