高校信访是社会冲突在高等教育领域的缩影,具备社会冲突所具有的正负功能.高校应结合信访的匿名性、多样性、集中性、周期性等特点,构建高校信访诉求、研判、走访、督办等制度,充分发挥其减压、报警、调节、整合的正功能,从而维护师生员工的合法权益,保障校园和谐稳定,促进高等教育健康有序发展.
