Abstract：
随着全球变暖，海平面的不断上升，众多岛屿国家都不同程度的面临着国家消失的困境，由此而 产生的“环境难民”也日益受到国际社会的关注。但是“环境难民”的保护也是极具争议。为此，本文从国 际人权法的角度，为解决“环境难民”提供合法的途径。
