＂Postal　Law＂　and　its　supporting　laws　＂express　business　license　management　measures＂　are　implemented　in　granted　in　October　2009,　that　gives　the　Express　Industry　with　great　vibration.　It　will　promote　the　express　industry　reorganization,　optimize　the　industry　structure.　This　paper　uses　the　absolute　concentration　degree　method,　surveys　the　Chinese　express　industry　concentration　degree.　And　according　to　the　calculation,　we　analyze　the　impact　of　market　concentration　factor　from　the　economies　of　scale,　entry　barriers,　product　differentiation　and　the　policies　and　regulations.　Finally,　we　propose　two　ways　to　improve　delivery　of　the　proposed　industrial　concentration.　©　2010　IEEE.
