A tripartite game model among the government department,government cloud platform,and enduseris proposed based on non-cooperation evolution game theory.The costs and benefits are analyzed,and the SDmethod is used to simulate the model.The simulation results show that through improving governmentdepartments＇＇benefits,increasing the financial subsidies,and improving the end-user＇＇s net benefit,the sharingproblems which emerge in the e-government cloud platform can be solved.
