Abstract:

Variable speed limit (VSL) control is a widely adopted speed management system to improve freeway operations performance. Most previous research has focused on one isolated aspect of its contribution. In this study, the performance of various VSL control strategies was compared as a combination of the following aspects: mobility, safety, and environmental impacts. The control strategies to be evaluated were selected from both state-of-the-art and practice, including the decision tree-based VSL control strategy algorithm, cell transmission model (CTM), and the METANET model, both based on VSL control strategy. The microscopic traffic simulation software VISSIM was adopted to establish an experimental traffic network based on field data. In results analysis, network-wide traffic performance implementing selected control strategies were compared to the scenario without VSL control to evaluate the control benefits in mobility, safety, and environmental impacts. © 2018 American Society of Civil Engineers.
