In　order　to　meet　the　requirement　of　the　highway　facilities　planning　in　the　development　stage　of　independent-city-type　development　zone,　this　paper　used　the　mode　important　degree　method,　the　area　location　method　and　minimum　tree　method　to　plan　the　highway　network.　Then　it　built　the　independent-city-type　development　zone＇s　highway　network　planning,　and　proved　with　the　practice　of　Yangling　highway　network　planning　successfully.　The　result　shows　that　the　method　can　be　used　in　the　independent-city-type　development　zone＇s　highway　network　planning　and　it　has　certain　reference　to　the　highway　network　planning.
