Based　on　Fujian　industrial　enterprises’　technological　innovation　survey,　this　established　evaluation　index　system　of　enterprise’s　innovation　capabilities.　Then,　it　presented　an　improved　grey　clustering　model　with　entropy,　and　used　the　model　to　systematically　evaluate　the　innovation　capabilities　of　enterprises.　Empirical　study　of　Fujian　enterprises’　innovation　capabilities　evaluation　showed　that　the　improved　grey　clustering　method　had　a　trait　of　simple,　objective,　easy　to　operating,　easy　to　using　and　so　on,　and　it　was　practical　for　assessment　enterprises’s　innovation　capabilities　in　little　information,　small　sample　condition.　©　2016　SERSC.
