Small　and　medium　private　enterprises(for　short:　SMPE)　are　the　pillar　of　the　national　economy,　the　financial　problem　is　a　bottleneck　which　restricts　their　production　improvement,　technological　innovation　and　competition　improvement.　Some　measurements　are　put　forward　for　the　financial　difficulties　in　SMPE　under　the　financial　crisis,　from　the　respects　of　enterprise,　bank　and　government　basing　on　the　analysis　of　their　financing　experience　and　problems,in　order　to　boost　national　economy　with　SMPE＇s　revival.
