Government　in　the　process　of　public　crisis　management　usually　pays　attention　to　improve　the　efficiency　of　its　behaviors,　and　the　efficiency　contains　two　aspects:　one　is　the　speed　of　the　management,　the　other　is　the　quality　of　the　management.　The　idea　and　method　of　total　quality　management　is　an　important　way　for　government　and　enterprises　to　manage　organizations　and　improve　the　efficiency,　especially　in　the　past　few　years,　has　been　attached　importance　by　government.　The　aim　of　this　paper　is　to　apply　the　idea　and　method　of　Total　Quality　Management　to　the　process　of　public　crisis　management,　and　then　put　forward　some　related　measures　of　Total　Quality　Management　in　the　process　of　public　crisis　management　so　as　to　improve　the　efficiency　of　government　management.
