Dynamic　evaluation　is　helpful　to　grasp　the　development　status,　overall　level　and　development　trend　of　regional　collaborative　innovation　ability.　On　the　basis　of　TOPSIS,　a　dynamic　evaluation　method　based　on　TOPSIS　is　proposed,　and　the　regional　collaborative　innovation　capability　of　31　provinces　and　cities　in　mainland　of　China　during　2009-2013　is　evaluated　and　compared　by　TOPSIS　-　based　dynamic　evaluation　method.　The　results　show　that　the　innovation　capability　of　the　eastern　region　is　stronger　and　stabler　than　that　of　the　northeast　region,　the　central　region　and　the　western　region.　There　are　obvious　collaborative　and　intensive　trends　in　various　regions,　especially　in　the　northeast,　central.and　western　regions,　forming　the　representative　collaborative　innovation　provinces.
