A　Computer-Integrated　Comprehensive　Evaluation　Support　System　for　Common　User　(EV)　was　developed　for　resolving　two　urgent　problems　existing　in　the　comprehensive　evaluation　research　field:　the　first　one　was　the　inconsistency　among　the　evaluation　conclusions　drawn　by　different　evaluation　methods;　the　second　one　was　the　disjointedness　between　theoretical　research　and　practical　application.　The　basic　thinking　of　EV　development,　system　structure　and　function,　user　interface,　system　implementation　technology　and　main　characteristic　were　introduced　in　this　paper.　This　study　not　only　helps　perfect　evaluation　theory　in　the　perspective　of　methodology,　but　also　promote　expansion　of　the　application　of　comprehensive　evaluation　method.
