Firstly regional technological innovation capacity evaluation indicators are set up, then regional technological innovation overall and sub-item capacity of Fujian province is dynamic evaluated and analyzed by using vertical varimax method, and the change reasons were analyzed, to find out change and development trend of regional technological innovation capacity.
