Abstract:

Under the conditions of a bad environment continued to intensify, clearing the government's environmental responsibility, establishing and perfecting the relevant system of environmental protection law are important means to effectively alleviate the contradiction between man and nature, and to promote the sustainable development between economic society and the natural environment. This paper takes England where firstly puts forward the concept of low carbon as an example, and proposes to build a low carbon strategy with Chinese characteristics. The application of BP neural network and the hierarchy evaluation and prediction model is to predict the environment carrying capacity of government. Based on this, the application of computer intelligent evaluation and prediction model is to make decision and evaluation on the amendment of environment law. Combining with the evaluation data to decrease the malpractice existing in the process of law establishing and perfecting, this provides theoretical and technical support for the research in this field to a certain extent.
